Voters-their Significance & Value of a Single vote in Democracy

  • On April 17, 1999, the BJP coalition government led by PM Sh. Atal Bihari Vajpayee collapsed as it failed to win the confidence vote in the lower house and that instance is due to a single vote.
  • In the 2004 Karnataka assembly elections, Janta Dal’s candidate lost to Congress’s candidate just by one vote.
  • In the 2008 elections in Rajasthan Congress’s C P Joshi got 62,215 votes while BJP’s Kalyan Singh Chouhan got 62,216 votes. 

Political philosophy on the significance of voters:

  • Dr. B.R. Ambedakr was always in favor of voting and its process. He is one of the main leaders and philosophers who supported the right to vote.
  • According to him democracy always prevails when people have the power to vote and choose the right person for the system.
  • Dr. Ambedkar said, “One person is equal to one vote and one vote is equal to one value.
  • As Mahatma Gandhi once said, “I understand democracy as something that gives the weak the same chance as the strong”.

South Indian Governments are more voter-centric:

  • South Indian states, where the governments are more voter-centric due to the cultural ethnicity and linguistic culture of South Indian states. Likewise linguistic minority groups in Tamil Nadu hills tribal people speak Badaga, Toda, and Koda language, Kodava in Kodagu district of Karnataka, and many more. So, here regional parties work and come into power.
  • As per the data by NSO, in 2019, South Indian states fell in the moderate to rich category in GDP per capita income. Also, Kerala has the least number of multidimensional poor people as per a report by Niti Aayog and it is 0.71%.
  • The policy implementation of the state governments and local level government for the betterment of their people e.g. Kerala is the 1st Indian state to complete a 35000 km network of National optic fibre network project and connecting gram panchayats and also remote areas. They claim the speed is up to 100mbps.
  • More than 2 million Below the poverty line families were given free connectivity for better education and availing government schemes. They have provided the connectivity to single person also.

The basic reason for these governments to be more voter-centric is political competition. Another is the literacy rate of the population. Here people choose their governments based on their performance. So every government in South Indian states works for every individual not only the state government but also the local self-governments.

Some examples where representatives of panchayats have had a great impact on the population of the area:

  • In Rajasthan’s Bhilwara local municipal body implemented a unique water conservation model which included the construction of rainwater harvesting structures, now this initiative was particularly beneficial for a small segment of the population who were facing acute scarcity of water. This project was the result of local representatives' willingness to work and address the issue of even a few people.
  • The Kudumbashree mission is Kerala’s poverty reduction program, it proved the local elected representatives' responsiveness to address the needs of the poorest households, even if they represent a small fraction of the voters. This mission has been successful in empowering women and providing livelihood at the local level.

Government’s emphasis on the importance of voters:

  • There is a place named Pilopatia in Andaman and Nicobar, here government set up a polling station and the polling team reached this area after a lot of hardships just for 9 voters. This shows the significance of a voter.
  • In the 2019 elections election team travelled for 4 days and 480 km in Arunachal Pradesh just for one voter.
