Suo moto means "Supreme court by its own initiative". Cognisance means "awareness".The Supreme court observed that public places or workplaces or educational institutes cannot become places of High risk or vulnerable to women.Supreme court tells lack of patrolling , administrative deficiencies , negligence , Women cells in Universities etc are the prime reasons.What are your perspectives and practice measures should be taken by the government to make INDIA safer for women.

RTI (Right to Information) exemption on Police department.
Tamil Nadu government through gazette notification officially notified police department out of the purview of Right to information. It declared through notification that Public (Law and Order) Department as an "Intelligence and Security Organisation". Section 24(4) of Right to information permits state government to exclude certain intelligence agencies from RTI. Analysis: Even though Tamil Nadu government pushed the police department away from RTI it brought backlash from opposition following the criticism from legal experts as well. The Risk of transparency now more widens as police department was now not under RTI. Any act will not be considered under RTI. The major concern of the opposition is this, it should work transparently. Now with this move the crucial documents will not be accessible like detention files and other national security documents. With this move it become more efficient and easy for the department to work without the political pressure and maintain law and order. This move is somewhat welcoming and somewhat criticising. It will be matter of debate. It may result in efficient policing but also at the same time brings the risk of transparency. Some barriers must be imposed so that it can work more efficently with responsible policing.

2026 BRICS: India’s Role in BRICS and United nations reforms.
At united nations general assembly External affairs minister Dr. S Jaishankar cited India’s position on after 1945 multilateral architecture. He cited that growing weaponization of finance and fuel and other resources is a matter of concern and India is ready to work with world order to pushback it by bringing some reforms. He also insisted on reforming United nation and India’s role in it. Analysis: He stressed that the role of global multilateral bodies is under the risk and they must reflect some modern geopolitical behaviour to stabiles the rising concerns and world order. This came just after the BRICS demand for restructuring the comprehensive United nation security council and it's working so that it must work efficiently and more responsibly. India’s stand on inclusive partnership is the key to resolve the global stress and the global south is in the front row of crisis, but India and BRICS is in the front row of global partnership. This provides India’s vison for global south and restructuring of United nations. India and BRICS believe in global architecture shaping by responsible diplomatic capacity building some negotiations programs built for global south stability and legal framework to help nations to remain in the purview of law and order. In simple words a shift some rule takers to rule shapers. Permanent representation in security council is one of the emerging demands as it has been affirmed by BRICS members states that there is need of restructuring United Nation General assembly representation and India is one of the main country for this seat as it can help negotiations and work in stabilizing the works order with its efforts to bring balance in trade and war along with its multilateral push in demands for text based negotiation to expand in growing and emerging UN council in both Permanent and non-permanent membership. India maintains itself as a reformer than anti-Western in BRICS group so its image in negotiations is much more relevant than others so there is need to shape the multilateral bodies to work for progressive world order rather than stress. Through BRICS India Positioned itself rule taker to reformer and then to rule shaker and a good bridge between western multilateral institutions and emerging economies so India’s position in global ground is much important and it is insisting for reforms.

Iran offered for unrestricted trade and vessel movement through Strait of Hormuz if United States agrees to remove its Naval blockade on its ports and halting military pressure. They propose unrestricted vessel movement from Strait of Hormuz within 7 days of this Bid. This proposal was submitted by Qatari mediators and it was rejected by United States. Analysis: The stance of United States is clear that the navigation must be provided independently without any condition, and it must be immediate unconditionally. The unavailability of Strait resulted in major energy chaos so, it must be opened unconditionally. This rejection of proposal also eliminated the immediate relief on high interest premium for the shipping across the regions and high demand of energy. This will force the commercial shipping to work and operate high freight rates. Earlier when the diplomatic track was offered then the Iranian officials rejected the demand to transfer 60% of enriched nuclear product to Washington raising concerns for sanction relief. This is the aftereffect of this move and now Washington is not willing to remove and sanction in Iran as it wants the unconditional reopening of the navigation route. This will directly hamper the economy of the many nations as their energy demands are navigated through the Strait of Hormuz and this will disrupt the economies as a result it will impact people directly. The outcome must depend on peace talks, and both sides needs to think for the stable world rather than conflicting world with disrupting economies and loss of trade.

Supreme court is about to hear the Public Interest Litigation on Merchant Discount Rate and its review. This move is welcomed by various merchants as it is impacting their cash flow and created many confusions and discontent among the traders. The pleas seek to stay or quash the move as it questions the statutory transparency anf safeguards of small traders. Analysis: This move will end nearly 6 years of free UPI transactions and its rules which refrain banks from charging any fees on UPI and Rupay transactions. The new framework will take effect from October 15 will attract 0.4% MDR (Merchant Discount Rate) above ₹2,000. Everyday person to person transfer will remain permanently free from this move and will entirely remain at 0% MDR. For prevention in any disruption of finances and economic disruption in Essential services sector MDR of ₹5 will be imposed above ₹2,000 and concessional 0.02% on mutual funds capped at ₹300. This decision of supreme court to hear this plea resulted into a debate that digital payment access should be treated as zero cost service or commercial service subjected to financial recovery. The centre has also asserted that the MDR (Merchant Discount Rate) is an operational cost paid by merchant and not to be passed to the consumer and must be taken into care as this move will result in financial stress on consumers as it will affect the finances.
