This highlights the relevance of mother language or vernacular languages in our lives. <ul><li>According to the census of 2011 in India a total of 121 mother tongues are there, of which 22 languages are included in the eighth schedule of our Indian constitution and account for the mother tongue of 96.72% Indians.</li><li>An analysis of UDISE+ data of 2019-20 shows that states and union territories having seven to two languages of instruction in schools, one of which belongs to states predominantly spoken language and the other one is the English/Hindi.</li><li>The first category include 25 languages and highly preferred by the students and school faculty members for easy explanations &amp; learnings, while English/Hindi is used to explain higher concepts of Science &amp; Mathematics.</li></ul>According to the data of National University for education planning and administration, most Indians prefer to teach children at English medium school.<ul><li>During the year 2003 to 2006, the English language came in third rank as a medium of instruction.</li><li>In 2003 the figure was 54.7 million which increased to 95.1 million in 2006. Over the years, Uttaramerur was successively governed by the Pallavas, Cholas, Pandyas, Sambuvarayars, Vijayanagara Rayas, and Nayaks.&nbsp;Significance of the Uttaramerur Inscription (920 A.D.)Uttaramerur contains multiple inscriptions, with the most important one dating back to the period of Parantaka I (907-953 AD). This particular inscription on the walls of the village assembly (mandapa), provides comprehensive information about the functioning of the elected village assembly during that time. According to scholars, village assemblies might have existed before the time of Parantaka Chola, but it was during his rule that the village administration underwent significant refinement and became a well-operating system through the implementation of elections and assemblies.&nbsp;What does the inscription say?&nbsp;The temple inscriptions of Uthiramerur provide historical records of rural self-governance.&nbsp;Sabha and Ur<ul><li>Gram Sabha and Ur were the two village assemblies in Uthiramerur during that time. </li><li>The Sabha was a Brahmin-only assembly, but the Ur included individuals from all sections of society. </li><li>Sabha oversaw property sales, established an endowment fund for dredging a tank, and delegated management of desolate land to the Ur assembly. </li><li>Sabha gathered in the hall of the local temple after being summoned by the banging of drums in the village. Variyars, the executive officers who reported to the Sabha, were also mentioned in the inscriptions.</li></ul>&nbsp;Administrative System<ul><li>During the reign of Chola ruler Parantaka I, executive functions were delegated to committees which were called Variyams. Depending on the importance of its tasks, each variyam had around 6 to 12 members. </li><li>The first inscription (dating from 919 CE) underscored the procedures for selecting committee members.</li><li>The second inscription (dating from 921 CE) explains certain changes to these regulations in order to make them more practical.</li></ul>

<h3>A Sridevasena, IAS: How she turned a high-risk dengue area into India’s cleanest district.</h3> When A. Sridevasena became the district collector of Peddapalli, she faced big problems with sanitation. The district was almost ready to be called Open Defecation Free (ODF), but when Sridevasena visited local villages, she saw that wasn't true. Open defecation was still common, there was a strong smell of waste, and open drains ran in front of many homes. Sridevasena knew that to truly achieve ODF status, she needed to make major changes, and she was determined to make it happen.&nbsp; Over a year, Sridevasena led efforts that not only made Peddapalli an ODF+ district but also the cleanest in India. <ul><li>Her main focus was the Swachh Shukravaram initiative, which aimed to end open defecation by ensuring every household had a toilet. When some people complained about being far from home toilets, the collector ordered one community toilet for each of the 263 villages. Sarpanches were tasked with funding and maintaining these toilets, which help both farmers and students.</li><li>Devasena also launched the ‘Swachhagrahi’ program, appointing over 1,000 women from self-help groups to monitor cleanliness. Each Swachhagrahi oversees 50-100 families, educating them about the risks of open defecation. Village leaders, or sarpanches, were responsible for constructing and maintaining these facilities to keep them clean and usable.</li><li>Sridevasena also tackled the problem of open drains by overseeing the construction of more than 100,000 soak pits, which helped manage greywater and eliminate open drains. The project was partially funded for Below Poverty Line (BPL) families, while Above Poverty Line (APL) families were encouraged to build their own soak pits.</li></ul>This not only improved water management but also created a cleaner, healthier environment for everyone. As a result, Peddapalli saw a 65% drop in dengue cases in 2019 compared to the previous year, proving these measures were effective in improving public health.
